Bolt action with HV should be a one shot no matter what
The whole reason to headshot with a sniper is to kill someone why do people live after being shot in the eye ball with a sniper AND hv ammo?

a normal round insta kills on headshot, but HV actually does less damage, so it won't kill on headshot. If you're good at aiming, use normal.

The HV arrows do less damage, he got them confused is all. The HV ammo definitely does more damage though, not less.
Not sure OP. Were they wearing headgear? Either way, a silly as it is Rust was never meant to be realistic. You could try letting the developers know of your thoughts.

The headgear wouldn't effect damage if it goes through the hole in the mask and hits them in the eye. It's stupid that people can survive being shot in the head by a sniper and live. Med macros op

You know they got shot in the eye, how?
When you wear a facemask the only place you can be shot is in the eye or the bullet will reflect off the armor or back of the head

Getting shot by a sniper in the back of the head unprotected would easily be a death in any other real shooter.
