Some recent thread said that it was back to old days where you can have just 1 skin per week, but each week where there's an update, there's this kind of subject. It's not really relevant.
I have noticed that I tend to get drops when i'm playing a lot within a few days, versus playing the same number of hours over a month period or more. It does look like it increases your chances when doing long play sessions instead of spreading it out.
