How to set it as "True Fullscreen" ???

when you open up the game the rust configurator opens and you can tick the windowed box

Yes the Borderless fullscreen causes input lag and decreases fps and it is confirmed by facepunch.

You can put "-window-mode exclusive" in launch options but if you Alt-Tab your Rust will freeze, and you have to quit rust through Task Manager (using Arrow keys, Tab and Delete, good luck)

They fixed "-window-mode exclusive" few weeks ago but week later it was broken again and nobody fixed it yet. Weird...
