no
Actually it could! Overclocking a CPU is very risky though. One wrong move or setting and you could ruin your CPU. Sometimes though it would work better than others. For example I could Overclock my AMD CPU and way better FPS than if I did it to an Intel CPU (Just an Example). I would do lots of research as you could overclock your GPU aswell. Get MSI Afterburner if you are going to do it though!

by a very small amount, but careful, do it only if you have sufficient enough cooling and you know what you are doing!

first off what cpu do you have. second off no its not very risky however if you do not monitor your temperatures during stress testing/benchmarking you take a chance of hurting your cpu or shortening its life, its not like if you adjust the voltage 0.010 one way it will destroy it. google what voltages people are using for certain core frequencies for your cpu and use it as a baseline to start with, all you really need to adjust if your starting out is your core clock speed and voltage. if i remember correctly for rust(over a year ago since i last actually looked) my cpu was not limiting my gpu, my gpu was still pegged at 98-99% and same with my friends system whos is similar
i5 4670k
gtx 970
he had a 4440 i believe at the time and when we clocked our gpu's to similar mhz(his 1490 mine 1520, he couldnt get 1500 stable) and the fps between us was within margin of error when we got to the same location, same ingame settings. so if you want to see, use msi afterburner and enable overlay for gpu/cpu usage, see what the usage is while your playing for your gpu, if its low then it indicated a cpu bottleneck as an example.

hahaha no.

Overclocking is something that everyone should try imo. Unless you have the default air cooler, go ahead and try it! air cooling will result in higher temps and noise, but for the increase in performance in most games I'd say it is worth it to try. If you do you can use a software like prime95 to stress test it.

^this. however keep in mind if your on a haswell chip, do not run any version newer than 26.6 on prime95, it runs AVX instructions that for some reason(i dont know why) leads to insanely higher temperatures
