You don't seem to quite understand what a bounty is.
Alice starts a base.
Bob doesn't like Alice. He sets a bounty on Alice's base.
Charlie doesn't like Alice either. She'd best watch herself; they're wanted men.
So when Bob set the bounty on Alice's base, he does not want the money. He wants Alice's base destroyed. Since it's her only base, all her base will belong to them. And Bob will pay that money to Charlie if Charlie destroys Alice's base. He doesn't care if she offers to pay him the bounty, because that is not what he wants.
Now, Charlie is certainly interested in the bounty, but he is also interested in the fact that he doesn't like Alice either. He's got the death sentence on five systems. He likes to blow ♥♥♥♥ up.
What I do not know is whether you could simply pay Charlie until he liked you, and then Charlie would not take the bounty. It is probably more effective to make Bob like you, so he doesn't place bounties. I also do not know if a bounty goes away once the person who placed it likes you enough not to place new ones.
That's nice, but we literally have a system ingame to pay off bounties for our own character. Generally it seems to be just paying the other person to remove the bounty. I'm just asking for a way to do that for our own stations, since they take quite a bit of an investment to lose for pennies. Basically since we can see who set bounties on us, extend it to we figure out who set a bounty on the station and get them to remove it. As it stands now, we literally have no idea who set a bounty on the station, so we can't even try to fix the situation.
Edit: so the only way to defend it without sitting there 24/7 is to place out other bounties in great number, and make sure some are higher so all the other pilots are too busy elsewhere to mess with your stuff.
I'd rather have a reason to actually fight wars with factions, rather than just promise to give a lucky pilot a space candybar if they make the enemy HQ station of 70+ threat disappear for me, and some single space M&M's for each minor station they kill of the enemy faction. Feels a bit screwy, no?
duel the pilot who put the bounty on you = bounty removed
recruit the pilot (same as above) = bounty removed
kill every last motherf***** who comes fir that bounty, let the Galaxy burn >,,<
oh wait... we can't see who placed bounties on our Stations... that i did not know. Hmmn, that's silly. Strange though, i royally messed up the Militia and the Engineer Factions and the Hunters before paying them off and forcing an alliance down their throats. No one ever placed a bounty on ym stations... on me.. yeah. Was crazy how much money was offered for my head on a plate.
I'll try and test it out in my sandbox game.
Yeah, it's an odd situation. Would also be nice to have a "defend" option, where you pay them over time to defend a location, any who show up get's a slice of the pie each time a defense cycle passes. Sorta like Majesty system for defending. Could simplify it to make it counter out bounties until whichever costs more is the effect left in place.
