Exclusive Steam Workshop access for upcoming community made custom dungeons. LoG1 now has over 800 maps. Naturally not all are state of the art but when only 5 percent of them are decent you get hundreds of hours of playtime for free.

In my opinion this difference price is either a sort of test to evaluate the power of Steam in comparison of Gog and for a game with a sort of old school approach. :-) Either it's just an agreement with Gog for the sake of doing it, perhaps at Gog request.
So, about $4 of Steam euro tax? (16€ is ~$20.43, 19€ is ~$24.05)
