Report a translation problem
The "syncing" is normal Steam behavior when a game with cloud support exits.
Go to "Documents" -> "Almost Human" -> "Legend of Grimrock 2"
Post the content of "grimrock.log".
It won't hurt to look into your event log too.

I'd try a cleanup tool like DDU from wagnardmobile.com and run a clean un- and reinstall of the display driver.
I just played it for a few hours with no problems. Well at least it's running!

Could be a problem within your Steam Client or your user profile. You could try to create a new Win10 user account and check if the game gets started from Steam while logged into the new user.
