Scrolls are there for you to know how to cast, but if you do not have the required magic level, your caster will not and cannot memorize it. Either note it down on a piece of paper sideways or cast it, if able, after that you can throw away the scroll - or use it for puzzle solving ;)
With that puzzle comment you have me hoarding scrolls...
- a magic wand or orb in hand to open the casting menu
- high enough Concentration skill level to equip said wand or orb
More powerful wands or orbs require higher Concentration skill level.
Spell scrolls are there to tell players rune combination and requirements for spells i.e. the Fireburst spell requires Fire Magic level 1 and the rune in the top left corner to cast. Past that spell scrolls serve no purpose and i.e. be used to hold a pressure plate down.
Not anymore, all spells you are unable to cast just say "fizzle" even if it is a valid combination.
The "click rune combinations blindly" approach yields nothing without the proper skill point allocations.
My mistake.
