Supposedly a 4060 works just fine though?
It can, just not at ultra settings. But I think upscaling is a better solution than turning settings down.
Besides, we forget rendering at 4k is monumental task. Its something we've been chasing for a decade. The 4090 was probably the only true 4k card, in that it could run most new AAA games at 4k 60 native (there's a few exceptions). But... thats not going to be the case forever. System requirements go up over time, thats how its been, and thats how it will continue to be. Don't forget we are talking 8 million pixels. Thats 4x the pixels of 1080p. And 8x the pixels of 720p, what we used to call 'hd.' And its not like ps5 is running at 4k native either. God knows what the internal resolution is for that game is on performance mode.
Anyway, I'm not gonna say the game is well optimized cause its really not. But I also feel like people, embellish it bit. The most important thing is that you have vram. 16GB is best. 12GB will do. 8GB, is pretty tricky but it can be done if you have patience and are willing to make sacrifices. But you really have to put some effort in.
SE definitely messed up putting an 8gb card in the recommended specs. Dunno what they were thinking.... All they had to do was put a ti after the 2080 and it would have been... acceptable. Not ideal, but within the realm of reason. But 8gb card recommended? How misleading.
You turned all settings to low? And all effects off?
You closed every app other than ff16? I mean chrome and discord and everything else not vital to system function. ( this is really important, even on my 14700k and 4090, having a browser open with a bunch of tabs, makes a noticeable performance difference). I would even disconnect from the internet if I were you, to stop the steam web helpers from eating ram and cpu cycles, as well as stopping other processes from happening behind the scenes ( like telemetry and updates etc).
You have Dynamic resolution scaling on? If you don't, do that. Now as for what scaling to pair it with..... DLSS is weird in this game, it doesn't seem to save vram, it definitely helps performance but you need both. I mean you could give it a try but I'm more like to think legacy scaling would suite your hardware better.
You set a reasonable frame cap? You might be able to get a decent 30. But sorry, 60 is out of the question. At least it will match the cutscenes, and you'll get used to it, as long as you have a stable frametime graph (I'm honestly unsure if thats possible at 1440p - you'll have to find out for us)
Worst comes to worst, you might have to just lower the resolution to 1080p. In that case, depending on your preference you can soften the blow with nvidia image scaling, if the blurriness is what bothers you.
Or if its the blockiness that bothers you (I'd be in this camp) some extra anti aliasing from reshade would help. You can add all kinds AA that will blend everything together so its not as obvious you aren't on native. Though it does have a performance cost.. it shouldn't be much, but it depends on the shaders you choose.
If you want to save even that performance, you could just turn fxaa on from the control panel buuuuut that wont do a whole lot honestly.
Have you checked out special k's tool? I don't know anything about it, just heard it helped some people.
EDIT: Oh right, turn frame gen off, its only eating even more vram, the most important resource for this game, that you dont have much of. It might give you a higher looking number but its going to push more vram into the dram and cause more stutters and make the overall experience worse. Just stick to a 30 fps cap and try to get that frametime graph flat, it will feel better. Might take some getting used to, but its better than 60 with constant stutters.
