Movie DLC level is better value by itself than ripoff digital deluxe edition
To preface, both are terrible values in general, but for different reasons.

Digital deluxe is a huge ripoff. Digital soundtrack only contains a tiny fraction of the official OST's tracks and it ain't even in downloadable MP3/4 format, embarrassing. Just use YouTube at that point. Early access wasn't even possible for regions where pre-ordering was barred (LATAM, India, etc.). And the Terios skin is the ugliest conceivable interpretation of Shadow's concept art.

Meanwhile, for a fraction of that cost, you can get the movie DLC, where every dollar spent goes directly toward the one thing that actually matters: more gameplay.

It's ridiculous seeing goobers who bought the deluxe claiming they got the DLC level for free. No, you didn't. You just overpaid for it upfront. No understanding of economics.

As for the DLC level being such a poor value, I imagine it's probably the most expensive level both for SEGA and the consumer. SEGA likely has to split some revenue with Paramount for the movie components (Shadow's design, Keanu, etc.), and the level licenses a real-world landmark (Tokyo Skytree). These are two financial pains rarely present in Sonic games, so producing this level likely cost a uniquely high amount, and SEGA is passing that inflated cost onto the consumer directly. Doesn't excuse the cost, but might help explain why this level was predestined to be a "losing" value proposition for all involved, especially since it probably didn't move many movie tickets or game sales.

To be fair the soundtrack also includes additional background music choices in game.

lol... as someone who has posted this point several times, suppose I'll take this "personally". I guess 6-10 dollars just isn't that important to me that I will spend the rest of my time crying about it. Sorry if it is to you

Playing early worked for me, which is also why I spent the money.

The digital artbook and soundtrack thing is expected as that's what the other Sonic/modern games do. And again, you missed the additional songs in-game.

Why are you so worried about how people spend their money?
