How to Access Artbook and Soundtrack?

I'm completely stumped here. For reference, I bought the Digital Deluxe edition, with all of the DLC installed, including the Artbook and Soundtrack.

I've seen people say that pressing Play on Steam allows you to select it, but that isn't true for me. I've gone to the Artbook and Soundtrack .exe file, but all that does is boot up for a second, shut down, and then boot up the actual game.

Even if it's not that good, I would like to be able to see it at all, so help would be greatly appreciated.

Have you tried opening it directly through game files?

Sounds like you might have picked "remember my choice" or "don't ask again" when starting Shadow Generations. Right click the game in your steam library and click properties then towards the bottom should say "launch options" and there should be a drop down menu with ask me, start shadow generations, or start digital art book.
