If it's anything like the soap shoes from frontiers or the lego skins from superstars, it'll probably be dlc later down the line. Probably $1.50 like Classic Sonics skin is

The Lego pack doesn't seem to include the Lego Eggman skin that was part of the preorder. I'm bad about FOMO, but I'm also very broke right now so I can't buy it.

If nothing else I'm sure modders will allow you to use it later on. The Japan exclusive collab DLC for Frontiers could be used worldwide that way, and the Comic Book skins for Superstars were also usable that way (if you were not one of the lucky few to claim it when it was listed for free on Steam for about 20 minutes).
