The Time Eater can pull levels not just from the past, but the future as well. Gerald even explains how Shadow has memories of places he has never experienced in the past if you talk to him in White Space.
Actual reason: the assets already existed, so it was easy to make the stage on budget and on time.

Gerald mention shadow will likely go there in the future.
But to be fair crisis city in generation is actually fun unlike 06 crisis city.
Shadow generations isn’t a full real game
& It’s also called Sonic X Shadow Generations , not “Shadow Generations” as this is not his FULL , OWN, game. Shadow The Hedgehog 2005 is a real standalone shadow game , not some tacked on DLC to a 13 year old game
Can I get a brofist from a fellow Lost World hater?
nice rebuttal, son. cope
