Unfortunately, Kloe is sort of outclassed in this game. Olivier and Kevin are simply far more versatile than she can dream of being, and rival with or overshadow her in terms of healing. (Though they lack Lichtkreis, Kevin's s-craft is arguably better, and both have standard healing crafts that Kloe lacks.)
She's not the worst party member in the game, but most of the time you're usually going to have consistently better results with Olivier or Kevin. And unfortunately for Kloe, basically any time you have access to her, you'll have access to at least one of those two as well.
Having said that: although she's sort of outclassed in her job, she can still do it quite well. If you really want to use her, you won't be significantly hurt for doing so, especially on Normal. Basically everyone except Josette is perfectly viable.
If you're using both Agate and Zane, I can definitely see Kloe work better than Olivier, with the right set-up.

Another thing though is that her attack is melee, meaning that if you're out of EP and EP charges, she is dangerously exposed to harm. She generally has no means of fast CP gain other than AoE spells.
I've beat the game twice, on NG Normal (regular approx 90% BP completion) and NG Nightmare (full BP + Non BP affecting fights) - Kloe is undisputedly the strongest caster in the game.
For mid - end chapters you can set her up with Death Scream while maintaining a good orbment setup though you're giving up your slot for Evade 3/4 which allows for area healing. I won't say there's many battles you'll benefit from that in my honest opinion but it's your choice.
For Chapter 9 I recommend for you to grab the Water 5 orbments and unlock Cocytus the all Area water spell, personally I do this because I can better populate my other slots.
For equipped items you want Durende Slippers, Aurelia Dress and Crimson Eye (it may be called differently in the PC version - it's that +50ATS item). For the other accessory I'd recommend grail locket though Surprise Spell (Buzzer) is an okay idea given you can reliably time your earth walls so the character doesn't get affected.
Orbments you want (IMO) Mind 5, HP 5, Yin-Yang, Action 5, Cast 2 (C3 reduces precious ATS), Evade 5 and EP Cut 5.
You should have somewhere up north of 1100 ATS when Lv 91+ from memory.

I always cast very bottom tier spell when fighting singular enemies, this is because the damage difference is pretty negligible and the cast speed is much faster.
For large area spells... Well you heard of Earth Shaker? Use your cheap Earth Shaker a.k.a. Titanic Roar which is the cheapest all area spell accessible early and fastest to cast. For area of effect spells... Use Aerial, cheap and fast.
It's really annoying the pretty much negligible damage difference though hence it is not (IMO) worth the speed, higher up spells should have an internal ATS% boost not seen by the players to improve the gameplay but that's not really present.
From experience of multi playthroughs I believe that 150EP spells ===> +20%ATS and bottom 10EP spells ===> +0%ATS would fit more in the game, though enemies would need to be rebalanced on that equally that in the same fashion to account for the ATS differences. The cast speed impact is just not worth it.
The final chapter gives you access to some solid caster gear. Great caster chest but you need the +100 arts boots from earlier in the game. The resulting superquartz in the last chapter finally let you unlock the ultimate water spell, which is basically a complete gamebreaker in mob fights, because less things immune freeze than instant death as far as I have seen and its direct damage is higher but the cast time is the same. While it doesn't cast as fast as titanic roar, the freeze rider and the fact that it just does -so- much damage makes it great for one-rounding adds. I've even seen its damage get high enough to do damage to Shining Poms. Who normally take 0% damage from water.
Happy Trigger is amazing, but Olivier's S-craft capabilities are not terribly impressive compared to Kloe's insane healing limit. Kloe and Kevin together are hilariously, impossibly hard to kill. You don't win as fast as you could, but really, nothing can punch through that much defense.

Kevin's utility also comes from easier access to things like Saint, Zodiac, Gaia shield. I had him on Gaia shield spamming duty which made tha last 2 fights trivial on hard. Still, Kloe's ATS is too good to let go, duende slippers break the game
