Report a translation problem
I think it's a problem with the game.
In the game configuration. Go to the controller settings. Check things there. Especially if you have Analog enabled or not.
Try disabling it.
I'm not using any controller mapping software. My current drivers are the ones built into Windows 10. It shows up as "Xbox Controller" in the Device Manager under Xbox Peripherals.

I also tried to Update Driver and chose the one listed as "Microsoft Xbox One Controller" but the same thing happens there. I believe these drivers are the ones that Microsoft originally released for the Xbox One controller. I no longer need them now that it's built into Windows 10 so I just uninstalled and deleted them. Didn't fix the problem, however.
I even just now tested with an old wired 360 controller. Same problem.

I tested with several different USB cords and plugged them into three separate USB ports.
Also have you actually been rebooting between these attempts? Because the changes you're making won't necessarily change until the registry updates.
I just tested the two Xbox One controllers in Fallout 4 and Rocket League. Both games detect the full range of my right analog stick. The Windows controller configuration/calibration program also detects full range.
I've been rebooting after screwing around with the drivers, yes.
edit: Just in case it's important, the game's configuration program sees my controller as "Controller (XBOX One for Windows)". The button configuratons are spelled out properly. Like, OK/Talk is mapped to A, Bracer Book is Y, etc.
I have Enable Gamepad, Analog and Right Stick Camera checked. Sensitivity is currently at 60 but even 95 has the same issue.
Just to be sure its not a problem with my settings i replaced my Game files from today (29th November) whith my backed up game files from 2nd November and started the game and i didnt have the problem whith the camera rotation (Left Rotation being fast & rigth Rotation being slow) whith the game files from 2nd november.
For testing purposes i replaced the " ed6_win2 "file (29th November) with the old " ed6_win2 " file from 2nd November and started the Game and the camera worked properly again (left & Rigth Rotation being at the Same Speed).
So if im using the " ed6_win2 "file from 29th November got the problem of the rigth camera rotation being slow and left rotation being fast. and if im using the old " ed6_win2 "file from 2nd november the problem is fixed it (i only replaced the "New" ed6_win2 file whith the "Old" ed6_win2 file the other files are all updated).
So it seems like the changes (if there were any) made to the " ed6_win2 " file caused the Problems whith the camera rotation.
So to be clear, you're talking about ed6_win2.exe? The game's main executable?
