Either
1) As Pcactus mentioned, have multiple monsters, or rather - bodies. Can switch to a random body every so many seconds (5-10?), so that players can't totally lock you down.
or
2) Make it a timer for the monster to go between monster form and statue form. Make the timing random so that survivors can't predict how long they have before it changes again. Place the monster in the room where the survivors start (so that it has to follow locked door rules, and won't be stuck waiting for players to get to it) with a rule that it will not change form until at least a certain number of doors have been unlocked, and for the benefit of random games, put the statue in the starting room no matter what monster is selected so survivors are actually guessing about what monster they're up against.
Either way - can't see or hear survivors while in statue form, but can still hear traps and door sounds and stuff (no phantom outlines of players, though), and make it have a snarling breath when it comes to life so that survivors hear it as it gets close.
You're forgetting that the monster is up against other players - everybody needs to have a fair chance in order for people to want to play. It wouldn't be impossible, because clearly the lurker already does it. In fact, people seem to have more fun against the lurker than against the phantom, and the lurker can't see anything when it's in spirit form. It just keeps guessing where the survivors will be.
