Report a translation problem
There are some really tight time limits for quests in Chapter 3, but for the most part, you can line up most with the story progression. Still, it's worth it to go and do the quests as soon as you get them. Monster difficulty also doesn't increase THAT much in whatever region you're in, and with the ability to run from every random battle, you can do quite a bit before advancing the story.
Sometimes you can do quests in line with the main story, but it's not always clear. Don't worry about it on a first run, but feel free to try again with a guide for NG+.
You should care about these because you get the ribbon... er, accessory that prevents all negative status effects (including deathblow) at rank 2, and gladiator belt at rank 1, both of which are EXTREMELY useful accessories, hands down by far best in slot. The more quests you fail, the longer you have to wait to get them, and if you fail enough you just won't get one or both.
After all major story events, you should proceed immediately to the board and check to see if any new ones are available. As a rule of thumb, you should IMMEDIATELY complete ALL of them before proceeding in the story, or you risk them timing out.
That being said, it's not like you can't complete the game without these accessories, but Gladiator Belt Joshua spamming 100CP Black Fang in the final dungeon makes life sooooooooo much easier (last boss, too: you can instantly nuke the adds as they spawn.)
