Basically, game patches broke the "simple version" of the mod, so you have to roll back the game updates to a previous version, to use a simple version copy/paste mod.
You can find links to the mod, and more details, in that link I posted above.
I think there is a way to get the Japanese battle voices. If you have the Japanese sound files there will be an option to switch to Japanese in the options rather than English.

(ogg files for the voices are put directly into the ogg folder / the ed_voice.ini is generated after the game has been launched)
Japanese Battle Voices need to be activated ingame as WAR said just before (you should be able to switch in the options).
I launch the directx 8 version of the game (in case that is required).
If you are using Proton (Linux/Mac), you need to use protontricks to go through winecfg and add dinput8 in "libraries" tab.
I wonder if devs fixed anything in the latest patches.
Probably, they only disabled the voice mod, due to copyrights, and things like that.
I'm 15 hrs into the game, with the 2018 patch+old voice mod, and I didn't face a single issue.
That the most popular tutorial on the internet for Soravoice fail to mention 2 files: E6_DT1A.dat and E6_DT1A.dir( you can get them from the link on PC Gaming Wiki that SiegfriedM post above) which you copy to your game main folder so you can change Battle voices to ENG/JP/off as you want with in-game option. Now i can enjoy the game with full JP dub.

I've followed your guide that you posted on pcgamingwiki regarding adding Japanese audio to the game including what you posted here regarding doing a clean install, but I only get JPN voices during battles, I get no voices whatsoever during dialogs. What am I doing wrong?
Not gonna work for me since I want to play with the Japanese voices, but thanks anyway.
Never mind, that guy's guide wasn't any good. Found a site that provided the voice files and I followed Soravoice's guide and it worked.
I was getting crashed at first but I figured out that was due to me loading a manual save I made. Loaded an autosave and it worked perfectly.
