The PSP version is the port, actually.
All the Falcom games on Steam are native to PC, despite being in genres that people usually associate with consoles/handhelds. That means Legend of Heroes games, Ys games, and Gurumin.
The Japanese voice tracks couldn't be licensed. If you have a copy of the Japanese version lying around, though, I think you can just insert the voice tracks yourself by copying over the relevant files. This appears to apply to both this game and its sequel (Trails in the Sky SC).
I think it has to do with regional pricing to some extent. The Japanese game market is pricier, apparently due to the customers being hardcore fans with inelastic demand and few casual fans to justify pricing any lower.
It's not a hard region-lock because the game can still be bought and played there, but just in English. And I think XSEED only has license to distribute the English version.
The Japanese version can be bought on Falcom's own website, I think.
