So, In TWO play-throughs I found the key to this but it simply wouldn't open at all. I had to unlock it with the !picker console command to get the achievement. What gives? (the second time playing i used a guide to make sure i did it right.) I also on my 2nd new game play-through i got Every. Single. Picture. (Minus the bad ones caused by the main characters actions. Got 86 of 90 for The Conspiracy Unfolds achievement, well over 90% in the same playthrough, but still didn't get the achievement. Anyone know why?

So I can't get the Better than Before achievement because there was a rule, unbeknownst to me, that the water flow could not be turned off at any point. I don't have a save from before this part of the game, so am I seriously going to have to play through the whole thing again even though I ended up fixing the plant?
