Thomas Balog's office ghost key (c6_m4)

Hello, I've experienced something really weird tonight. So, 2 days ago Andi was asking if someone remebered where's the key location. I jumped into the game at the specific chapter (used console) found the key and told her.
Yesterday I've started a fresh new walkthrough from c1_m1 (no console). And when I was about to pick up the key, couldn't, key wasn't there!
Does it make any sense?

Hmmm, the key was there for me today when I got there with regular gameplay.

If I remember right, the key being there is something that depends on if you fixed the Pitheath Water Treatment Plant or not. There's an email saying that he went to check up on the plant or something like that.

Ok, that's on me then.... I ♥♥♥♥♥♥ up at the water plant.... My bad :)

I fixed the water plant but no key in the location it should be unless it moved?(above the control room)

What does the computer emails say?

First is the pitheath(have 100% there) saying: About someone messing up the plant. (which ive read if you didnt complete(Purification) you wont see a key)
2nd is about the bergmann tunnels.
