Stuck at Tunnel 4

I've blasted open the collapsed part of the tunnel, but now I'm completely stuck. I found a fuse but nowhere to put it, there's scaffold and stuff on one side of the river that seems to serve now purpose, I've found no fuse box, generators or breakers, the way ahead is blocked by impassable electric water, and I've been at this for ages now.
Advice?

In this tunnel in the scaffolding before it. There's a spot that you can get stuck and the only option (without doing the console) is to restart from checkpoint. It only happens when I climb up on one of the board supports, my guy simply cant move. I took some screenshots of it I'll have to figure out how to post them on the boards
