Fan switch?

At the begining of Ch7, I reach the surface and there is a fan in the vent that need to be turned off. But I am really confused about how to operate the fan switch. Anyone can help?

I just turned the dials so that they were in the 20's, and 3 hours apart. Just stick one at a certain number and turn the other one untill it works.

The switchs control during what hours on a 24 hour clock the fan is on or off, but the switches must be so that it's on for at least 21 hours, or else it just stays on.
