Report a translation problem
Earlier on in the game you visit a power station. It is possible to restart this power station and reconnect it to the grid. If you do both those things, there is enough power to open the second blast door. Without it, it has only enough power to open the door that lets you enter.
So on this playthrough there are sections of the bunker you won't be able to explore. Sorry about that. You can still proceed through the bunker, find an exit, and continue with the game. You just aren't going to see everything the bunker has to offer. I'm sure on your next time through the game you'll spend more time figuring out the power station. So think of it as saving some cool content for your next playthrough.
By the way, this is the only part of the game which works like that. Things you do throughout the rest of the game change later parts, but they have more minor results and don't have such a large effect on your later gameplay.
There are more mushroom-ridden objects around. You can get to them easily from the area near that shaft.
