Why 13 Temtem only?
The question is in the title: Why making a survivors game based on a monster collecting franchise and not use the biggest selling point of a monster collecting franchise: the vastness/richness of its roster.

If you were completely changing style and were making a ton of custom made animations for each Temtem I would get it but you already are putting seemingly all Temtems in the game with their running animation. So having absolutely every Temtem playable doesn't seem like a stretch to ask at all.

Sure it would require a few changes to make it realistic such as changing the kudos and skills system to perhaps not be Temtem specific or somewhat streamlined so that it's realistic to have every Temtem affected by the system. Same goes for Ultimates.

The thing is that right now every feature that is unique to a playable Temtem falls flat. Skill trees are quite bland and weirdly overpowered (getting +50% speed from the skill trees with so little pansun is wild to me in a survivors game). Ultimates are ok-ish but I would rather not have them at all if it meant having access to all/more Temtems. Kudos are ok it's already done in other games (it's basically the unlocks/secrets of Vampire Survivors with a different coat of paint and a bit more varied in objectives) and it could "easily" be only more generic Kudos that are not Temtem specific.

It might be a controversial opinion but I find the roster of playable Temtem to be aggressively average and boring. I get that you picked the starters and the few other iconis that kinda fit the bill but it feels like playing Mario Kart and only have Mario, Luigi, Peach and Yoshi playable.

It's still early and you have time to course correct this but it feels honestly like another case of a great concept that falls short because of very odd design decisions. Temtem died because of the push towards grind and obnoxious MTX mechanics that nobody asked for. And this game is combining two genre/ideas and taking none of the strengths of either genres.

The game has a lot of potential, to me it could be THE best survivors game if done correctly. But aside from the pretty visuals and the OST right now it's honestly pretty boring. And it's not a "it's because it's still in early access". The Spell Brigade is in early access and was fun since its first version of early access despite having even less content. It's just a fun game with fun content. Temtem Swarm feels really average despite the shiny coat of paint.

(Also if you plan to have so few playable Temtem you could have made them at least new Temtems or something. Only having returning Temtems and like 10% of them playable is wild)

Time, resources, and the fact that Temtem: Swarm is not a monster collector but a survivor bullet-heaven!

Bro its a survivor game, Just liek the Dev said. If you want a lot of TemTem play the Base game.

There are only 12 temtem types in the game, 13 is already more than enough to see all type movesets, considering you use 4 skills "actively" and have ~5 skills per temtem.
Unless you want vampire survivors with 1 skill per character, no character skill tree, just 1 page for everyone, and few preset stats alterations.

It's not hard to understand, if it is, you must be rich as F and you could share your wealth with the devs, so they can do what you want.

I rather have more unique characters, than wasting my time on collecting copy pasta, instead of that I would rather have skins, as that's what you're asking for.

165, 13x more work, and with each one harder to not lose the bare novelty it has with 13 already.

you typed all that and didn't figure out it's magnitudes more work for a reasonably priced indie title.

Also I'd like to add that it's currently reasonably priced. Temtem was reasonably priced in its early stage when it was available. The price essentially doubled for 1.0 on top of having pretty bad microtransaction practices. So I wouldn't call Swarm reasonably priced just yet.

Wut. Yeah whatever, loads of words, but no meaning.

it would be cool if they could implement rotations of temtems if they wanted to use all of them :D

Im sure the plan is to sell more temtems in the future as dlcs.
But before that happens they need to rework the whole game because right now its a total mess in every regard. Its extremely poor balanced and just not fun.

I don't want to collect them, I want to play with them. There is a difference =)

They would need to make individualized skill trees for each evolutionary line and proper moveset/gearsets for each.

The best solution that includes "All playable" would be if you could unlock "skins" for tems that swaps the evolutionary line for another that has the same typing and evolution amount. And even then that would be a decent amount of work, but at least that would be feasible.

I figure that over time that they would add more once the game is on solid footing for the base game stuff.

In all honesty, I just figured it would be like Vampire Survivors where slowly overtime there's more added to the roster after the base game is fully done (granted I have never played Temtem so this is my first interaction with the series).
