Why can't I get to sheol/cathedral?

So i have beaten mom 3 times as samson and it always just has the chest to end no sheol or cathedral what do I have to do to be able to get to these?

You need to beat mom's heart 11 times

You have to beat Mom's Heart 11 times before you can progress to Sheol or Cathedral. Unless you get a deal with the devil or an angel room, those will let you progress before unlocking It Lives.

do you have to get a deal with the devil at any time in that run and then you have a chance or does it have to bre on a certain floor?

The deal with the devil or angel room must be directly after Mom's Heart. If it is a deal with the devil, you will see a trapdoor that allows you to go to Sheol. If you get an angel room, you'll see a light that lets you go to Cathedral.

So pretty much take no damage on the floor that moms heart is on and hope to get a devil room?

Pretty much that up until you beat Mom's Heart 11 times. After you beat the heart 11 times you will always get the choice to go to Sheol or Cathedral.

Note that the only damage counting against devil room spawns is red heart damage from enemies.

Or if you have Goat Head a Devil or Angel Room will always spawn.

Just throwing it out there.
You beat mom unlock the womb
Then after the womb you have to beat moms heart 11 times to unlock it lives
then once you beat it lives you unlock the cathedral and sheol
after that you have to beat Isaac 9 times to unlock the chest room.
So it takes awhile to actually beat the entire game.

You have to beat Isaac five times, not nine.
