Yes Shielded tears work with B-stone and the Techs (Tech.5, Technology and Technology 2)

But with Ludo B-stone and shielded tears it should work so that is acts as a force field

It's not completely reliable. Don't expect it to block every bullet. Still pretty effective, though.
