redemption item is never spawning

So I take a devil deal, and I use all sacrifice rooms and confessionals I find, but no redemption.
sacrifice room gives me items like vade retro and godhead, whereas confessional doesn't give any item, just soul/eternal hearts and then blows up.
What am I doing wrong?
Why is such a mediocre item literally harder to get than any other item in the entire game?

If you just want to find it for the collection can't you make it with Tainted Cain?

nope it has no recipe

You can also get it by using the Spindown dice on Spirit Shackles. That's how i got it. Easiest to do on a Greed mode run where you get Chaos and an infinite money combo.

Redemption is super rare, yes. The only way to get it is taking a devil deal item and then getting an angel item through the Confessional or the Sacrifice Room. Which is not something you do regularly. So i doubt that you just come across it on accident several times.

You might get it confused with Revelation, which is a normal Angel room item.

No, I'm pretty sure it's that item, I got damage up whenever I didn't take the devil room, and revelations is the angel's beam
