yes, the message "you feel blessed" is one of two potential outcomes for that particular sacrifice and they do increase your odds.
By the way, you are only 42 hours in, so I guess you aren't saying this from personal experience, but rather from some wrong source?
It does.
It's tricky, because you have to specifically enter a Devil Room and pay health.
Entering the Devil Room, taking items from Red Chests in the Devil Room, and taking Devil Deals items without paying health (via Credit Card or Diplopia) do NOT remove your ability to spawn Angel Rooms.
Also, you did not take a devil deal. Giving health to a dark bum is a completely different thing, so Angel rooms are not affected.
By the way, "you feel blessed" only means you got some soul hearts or increased their drop chance. Angel/Devil rooms don't care about this stat.
No no no no no. I payed a red heart to obtain Dark Bum.
You have no idea how many lost/keeper runs ended up having 0 angel rooms or not having enough by the time I happened to make it to mega satan.

At a specific number of sacrifices made, you have a chance to get teleported to an Angel Room directly, if a Devil Room has not been seen yet on that floor.
Also, playing the Sacrifice Room can cause a "You feel blessed"-message to pop up. Not only does that increase your chances of getting an Angel Room over a Devil Room, but it still does, if you've already taken a devil-deal on a previous floor.
The "You feel blessed"-effect counts for that floor only.
In short, you can still get Angel Rooms, even you've made a deal with the devil, if you play Sacrifice Rooms. Check the wiki to learn, what each number of sacrifices does for that floor.
