Repentance requires Afterbirth+, which itself requires Afterbirth, which obviously requires Rebirth (base game).
So you can't get Repentance alone, even though people think it is better than any other.
As already mentioned, later DLC require all previous DLC. But Antibirth isn't an official DLC available on Steam, but a fan-made expansion. I mention this, because it's really good and also, what Repentance is based on (the same guy made this), so it's also somewhat a demo of Repentance. Antibirth only works with the base game (Rebirth) and is not compatible with any DLC.
