Oh and it's not. It's just that a lot of the broken items got nerfed so most of the mediocre players are mad they can't get carried by busted items every run anymore. Rather than accept that they aren't actually that good at Isaac they choose to complain and take their anger out on the expansion for "ruining the game".
I'm not saying Repentance is a flawless masterpiece. There are a few things about it I dislike like the change to how boss challenge rooms work but saying the game is ruined because of them is just plain silly.
Short version: People realized they were playing "The Binding of I-suck" all along.
I'd still be able to see how people would dislike it. Developers had ideas to turn the difficulty up and the wackiness to be more earned/luckier. Also changing certain items for the worse is much more of an impact than the changes of different items for the better so it sticks out.
People were very used to the easier AB+ gameplay so its a hard adjustment when Repentance asks for more, people can be turned off by the challenges and characters. More changes to things beyond items like a harder hard mode, soul heart generation being weakened and hard bosses/enemies.
The playerbase is casual, but the developers and their testers aren't thinking about that. They tailored it more towards the experienced player. It's rewarding to people like me I guess.
be nice if there was a single bit of communication from the devs on these forums though, even just confirmation they are reading the bug report threads they started would be nice.
When will mod support be enabled?
It's overabundance of these animations and particle effects everywhere that is just too much for me. I like the simplicity better.

Funnily enough, back in Antibirth noone really complained about them, and when they were buffed for Repentance, they were complained about.
As for OP's question, Repentance, at least in my opinion, is the best the game has been since Rebirth. With most runs being averaged (still allowing for the amazing and the bad runs), it's now much easier to enjoy it. AB+'s biggest issue was how black and white runs were, they were either OP as ♥♥♥♥ or downright awful. Repentance centres that consistency and now it's more enjoyable.
It's not without it's faults, but it's still great to me.
