This is because you MUST have the other dlc, so by making it a bundle they don't have the issue of people buying it by mistake without the requirement. Sadly Steam doesn't seem to have a "You need DLC 1 for DLC 2" type thing so it has to be done like so.

Yea it seems to cause an issue with buying because of how it's set up. I'm not too sure how you would go about it, this is a very specific situation. Now that I think about it WHY doesnt steam have a "You need X for Y" the steam workshop has it in it.

nope it doesn't, there is the base game and 3 bundles, afterbirth, afterbirth+, and complete bundle, if you own ab and ab+ you can just buy the complete bundle and it will only charge you for repentance
