I would suggest going to the BoI wiki and looking up angel rooms. There are a lot of things that can influence it.

In addition to the wiki info I suggest always opening item shops if you have the keys for them, even if you don't have a ton of money, because you can blow up the shop keeper to increase devil room chance or try to donate 10 cents to the machine to increase angel room chance. Arcades will also sometimes have regular item bums, who can increase devil or angel room chance depending on whether you bomb them or donate to them (respectively).

If you're going for Mega Satan then make sure you always have at least one bomb whenever you fight a boss so that you can activate the angel statue.

If you have enough health you're willing to lose, go to a Sacrifice Room and get spiked three/five times until a message pops up saying "You feel blessed!" or once more and hope you'll get teleported to an Angel Room. You could also spike yourself three times more to get an Angel appear in the room to fight him over one key piece - but that's too risky considering your health loss.
