Well there isn't too much of a connection as Tim has always had the injury as it's part of his character and as he states the reason he is working for The Crooked Man is because of that injury no-one else will hire him. So far he comes off as the token good member of The Crooked Man's operation.
If you delve into the politics of Fabletown, with the main office not providing for everyone and a certain black market picking up the slack for those less cared about, I could easily see someone like Tiny Tim in such a dark universe be the Crooked Man - had there not actually been a Crooked Man. If nothing else, it explains why he's there. Let's just hope there's no Batman Begins Ra's al Ghul moments ahead - I certainly don't want to beat up poor ol' Tiny Tim, what would I tell his dad? :)
