The other reason I spared them is because Snow is picking on weak Fables because she's frustrated. She needs to get realistic about why the Fables don't have money for glamours. If she mindlessly enforces laws without caring about the Fables, they'll turn on her ... or she'll drive them to to rely on people like the Crooked Man.
I don't know how much time has passed between game and comics but, from the start of the comics, the Farm is not a good place right now.
Plus, if you want a non-comic answer, I spared Toad 'cause of TJ and Colin because.. because Colin <3 :)

As it's part of the bigger picture and they also present a risk for Fabletown just not in the same way as The Crooked Man. As Wolf Among Us is a canon prequel and as the farm Fables never mention the possibility of black magic glamours this leads to only one conclusion The Crooked Man is taken down and his operation dismantled.
She might be taking it out on them due to frustration. She also has a point at the same time.
And yes they do eventually turn on her as Animal Farm is about that. Not that it ends well for them
Which means there is no choice but to send him to the Farm as a talking pig in New York is a problem in terms of keeping their existence unknown.

And, as repeatedly touched on, Crane siphoning off public money is part of the reason his building is so ill-kept and contributes to Toad's "poverty" as well. Sooo...

The reason he is in Bigby's apartment is because he escapes from the Farm. So instead of him being in a wide open farm area he would be a prisoner in a small office area.
EDIT: Actually, I don't think I'll send either of them to the farm. Nerissa said to watch out for my friends, and I guess that means Toad & Colin. I'm not letting Colin go, but I don't think I'll be sending Toad away either. Even if I should. Snow will just have to deal with it. But Toad really should get some glamour.
I'm starting to think the results are fudged numbers that telltale just throws in.
It does say NOT send... not just send. The OP says that 26% of players did send Colin to the farm. When in fact, it (the statistics) says 26% of players did NOT send Colin to the farm. He read it incorrectly. He's actually in the majorty, not the minority like he thinks.
Even if he didn't miss a word. That was 10 hours ago. The episode has only been out for a fairly short time, 10 hours is plenty of time for people to contribute to the statistics. They change fairly often, and quickly. Sometimes drastically. For some Telltale games, I'll look at the statistics at one point and I'll be in the 95% majority... then a day later you can look and I'll be in the 45% minority.
