You've not read the comics then. There are far worse characters.

An intelligent villain can't simply beat the protagonist, as he is not physically strong, so he must outsmart or have a sidekick. And The Crooked Man can't exactly outsmart Bigsby, who has unlimited power as Sheriff, he literally can do whatever he wants. So he must have a sidekick. The sidekick is usually one-dimensional, and be described with one or two words. They're just an extremely tough obstacle for the protagonist. They might have some vendetta against the protagonist, but again, they're not the real villain.
So I don't think Bloody Mary is a terrible character, she serves her purpose as the Villain's sidekick quite well.
As some above commented, she fills a role that is necessary: A physical threat to the protagonist of the game. The Crooked man is obviously not a physical fighter, so they need someone else to fill that role. And Mary being arrogant means that she's also fearless, which is basically necessary for her to be a threat to Bigby to begin with. Fear is on of the things that tend to give Bigby an upper-hand since it makes his enemies either hesitate (leaving an opening) or get sloppy (since they do get nervous/scared).
And looking at it in-universe; Compared to some characters who are based on more concrete characters from a story or a poem, Bloody Mary is basically an urban legend or a ghost story. She doesn't really "have" a personality in her story. So her being very one-dimensional and unhinged makes sense, at least to me. She doesn't really "have" a base personality aside from "woman in the mirror that kills people". And I wouldn't really think that would make a good base for a 3-dimensional character.
