Report a translation problem
1. Aids and abets a murderer. He knew who murdered the girls, but did not turn the murderer in.
2. Had a magic business that kept someone in chains, and bleeding.
3. Threatened violence if he did not get his payments back.
4. Had the tweeds threaten Bigbe, and shoot up a funeral.
So yes. The Crooked man is the mob, the blackmarket guy who says, "The only authority is me."
Technicially I believe there was no law about making unofficial glamors. Technically there's no law against loaning people money. Technically, he may not have told the murderer to commit the act, and the murderer went overboard.
The 3 above seem like clear crimes, and this is compounded with his use of violence against Bigbe himself. So while some of the accused crimes in the game technically may not have happened, we can be pretty sure that the Crooked Man is not beyond violence, threats, and his commands can be easily interpreted to mean, "kill someone".
In short, he's a bad guy, no question.

Because of how manipulative he was, I wasn't willing to let him worm his way out of a trial. Also, I wanted him dead.
Normally in these types of games I tend to take the kind route. This is the first game where I actually decided on the first play through to kill the ♥♥♥♥♥♥♥... and I'm glad I did: Dum (or Dee, can't remember which one it was), Bloody Mary (probably unavoidable), Gorgie, Vivian and The Crooked Man. I felt like a real bad ass at the end and it turned out to be a good ending.
