No. As I said in the other thread:
And with that I think I am going to peace out. You're really not listening to or understanding anything I'm saying, so I feel like I've wasted my time. I'm also not going to sign off on whichever computer you decide to buy.
That said, here's some communities that might be more help if you really want someone else to tell you how to buy a computer:

We're indie devs, and don't have a giant computer lab to test on. That means we don't have a big spreadsheet with a set of settings for every combo of hardware. There's thousands of such combinations, which is why it's complicated.
You'll have to tweak and test settings to find the right ones. With a computer like that, I suspect you'll have the smoothest experience playing on medium-ish settings, possibly with some effects disabled.
