Male Shepard:
Miranda - Just be nice to her and you'll flirt eventually
Jack - Reject sex at first and that starts to trigger her actual romantic storyline
Tali - Just be nice to her and you'll flirt eventually
Female Shepard:
Jacob - Just be nice to him and you'll flirt eventually
Thane - Just be nice to him and you'll flirt eventually
Garrus - Just be nice to him and you'll flirt eventually
All Shepards:
-Don't screw up the 'crew conflict' scenes (Miranda VS Jack, Tali VS Legion) or you'll lose the romance status of the romance character that loses.
-Don't mix up romances or it'll get tricky. Make sure to clearly reject the other two.
-Only one romance storyline is allowed per playthrough
-If you romance Miranda, be careful about it, because ending it with her in ME3 has dire consequences
-You'll need Loyalty I think, to finish the romance storyline (not sure)
-If the romance is properly locked in, before the final mission, you'll have either the (vanilla) sex scene, or general romance scene, depending on the character. All romances carry on to ME3 to various degrees and impacts.
-You can also 'romance' Kelly, both genders, but it doesn't count as a real one. I'd do it anyway, because she offers to feed your fish for you :P
And regarding Kelly, she wont offer me? I've talked to her after every mission, too
I try to talk to her after every mission, and she always says shes busy? I take her with me every time?
-"stuff to do, maybe later" just means she has nothing to say at the moment. Eventually you run out of things for them to say, at least off and on.
-Doesn't matter how long you take someone on your squad in ME2 I think. I believe a few minor things maybe change in ME3 for that, but I don't think it matters in ME2.
-Kelly eventually asks you out. Make sure to give flirtatious words to her as you get there though.

-Do her Loyalty mission properly, get her Loyalty
-once Jack and Miranda have their Loyalty missions done, they'll be in conflict; resolve it or choose Miranda's side (you lose Jack's with that option though, so resolving it is ideal)
-Keep talking to her, keep being friendly, she will quickly run out of stuff to say though
-Love scene before final mission
-Romance status carries on into ME3
Kelly isn't really a real romance. More like a fast fling thing, akin to the Consort in ME1 (if you play that one).
The only real romances for MaleShepard in ME2 are:
-Miranda, new from ME2
-Jack, new from ME2
-Tali, new from ME2 (but she was in ME1, just not as romance)
-Ashley, carried on from ME1 only
-Liara, carried on from ME1 only
-Liara, carried on from ME1 or new in ME3
-Ashley, carried on from ME1 or new in ME3
-Miranda, carried on from ME2 only
-Jack, carried on from ME2 only
-Tali, carried on from ME2 only
-Kaidan, same-sex new romance in ME3 (but he was in ME1)
-Steve, same-sex new romance in ME3
