I would have to go for Vaas Montenegro from Farcry 3 as the Greatest character ever, Mass Effect is my favorite game series but no characters performance in any game can top that of Vaas, Farcry 3 is worth playing just for how well all the characters are done and most of them are done better than any character from Mass Effect
Another for me which i think is a close second is Handsome Jack from Borderlands 2
I rate Shepard a 5/10 because he just doesn't match up to a very memorable character. While he is the main center of attention I felt like there wasn't enough to show Shepard is more than just the player's connection to the virtual world of Mass Effect.
My top would have to be Isaac Clarke from Dead Space. due to the fact that he shows a lot of emotion and stress in DS 2 and 3 proving that he's just an every day joe put in an unexpected situation, he's not expected to mentally handle fighting monsters.
Samus was originally there too but after other M I honestly cannot talk seriously about her current character anymore.
Masterchief too, but now they're turning him into some sort of "rogue soldier" and I'm not too happy about that. It means they might kill Chief to implant Locke in the rest of the series.
Right now the main objective is to make the character(s) more emotional...The only flaw is writers right now are just terrible, they make the classic silent protagonist more attractive due to either making the character(s) too emotional or not emotional enough.
Link, Samus, Duke Nukem, Kyle Katarn, Doom marine.... and the list continues to at least my top 10 before even getting to games in this century.
