Commander Shepard : Greatest video game character / hero?
He IS in my opinion THE best and THE greatest. I also consider Solid Snake for that position, but I can't make up my mind.
Who is he to you? The best or not the best?
Bear in mind that I played the whole trilogy using default MaleShep, and he is just AWESOME!

Shepard isn't the best in my eyes, I wouldn't even consider him for a top 10 spot in the greatest characters of all time because there are other characters in the series that are more memorable to me, Saren, Sovereign and Harbinger from the Mass Effect series have made more of an impact on me

I would have to go for Vaas Montenegro from Farcry 3 as the Greatest character ever, Mass Effect is my favorite game series but no characters performance in any game can top that of Vaas, Farcry 3 is worth playing just for how well all the characters are done and most of them are done better than any character from Mass Effect

Another for me which i think is a close second is Handsome Jack from Borderlands 2

Shepard should not be seen as THE greatest protagonist in gaming, he should be seen as one of the greatest. Now I admit male Shepard is very boring and on an emotional level he makes Gordon freeman look like a colorful rainbow of expressions.

I rate Shepard a 5/10 because he just doesn't match up to a very memorable character. While he is the main center of attention I felt like there wasn't enough to show Shepard is more than just the player's connection to the virtual world of Mass Effect.

My top would have to be Isaac Clarke from Dead Space. due to the fact that he shows a lot of emotion and stress in DS 2 and 3 proving that he's just an every day joe put in an unexpected situation, he's not expected to mentally handle fighting monsters.

Samus was originally there too but after other M I honestly cannot talk seriously about her current character anymore.

Masterchief too, but now they're turning him into some sort of "rogue soldier" and I'm not too happy about that. It means they might kill Chief to implant Locke in the rest of the series.

Right now the main objective is to make the character(s) more emotional...The only flaw is writers right now are just terrible, they make the classic silent protagonist more attractive due to either making the character(s) too emotional or not emotional enough.

It's great to see other's insight, but how can you say that Shepard is boring? He/she NEVER bored me for a moment, his very presence made me shriek like a girl from ME2. Anyway, it's all IMO.

Shepard doesn't really make my top list either. Maybe if I stretched it out to top 25 or 30 he may make the list. There's just so many old school heroes that are on my personal list.
Link, Samus, Duke Nukem, Kyle Katarn, Doom marine.... and the list continues to at least my top 10 before even getting to games in this century.

Samus stands as one of my favorites too, I forgot about Duke Nukem after that miserable game he had a few years back.

I find it hard to even consider older games' characters because all of that was based off of your imagination. There wasn't any actual dialogue in games like Samus or Duke Nukem (other than the occasional comments but that was just humour). Mass Effect at least gives you time in a SINGLE game to grow and like your Protag and his companions and the people you meet. Not many games actually does this.

Shepard is on top of my list. It's her subtle complexity and assertiveness. The conversation with the Reaper sums it up. "You're just a machine. Machines can be broken." A lesser woman would've wet her pants.
