And no, given ME2's system of long abilities cooldown I don't see how nova would've been any good there.
Idk it is fun when the situation makes it viable, but still there are plenty of times you cant really use it.
Other than "can't charge", the only times when you can't use charge that come to mind are tough enemies which'd obliterate you if you charge right away (bosses, praetorian, prime, etc.). And that's a part of ME2 vanguard gameplay where you can't just charge-nova-shoot/roll/wait-charge-nova-... like in ME3.
You literally are going to live or die by a successful charge. If you take away Charge, then there's basically nothing spectacular about the class anymore except the ammo powers, and maybe Pull, which sucks because you have to invest into Shockwave first to unlock it, and Shockwave is always a waste of points.
..But when Charge does actually work, it's undoubtedly a killer. The close-range damage boost ME2 has makes your guns really powerful.
