The Digital Deluxe Edition of Mass Effect 2 includes the following DLC via the Cerberus Network add-on:
Normandy Crash Site DLC
Zaeed - The Price of Revenge DLC
Cerberus Weapon and Armor DLC
Arc Projector DLC
Firewalker Pack DLC
M-29 Incisor Sniper Rifle DLC
Collectors' Weapon and Armor
Not sure about the Terminus Pack. It is not listed for sale on Origin or on the BioWare SocialNetwork, but I do have it available in my copy of Mass Effect 2. So I believe it is included with the Digital Deluxe Edition, but cannot absolutely confirm it.
What is missing from the Digital Deluxe Edition and must be bought separately:

Firewalker Pack (free) has multiple additional missions that are fun, and while those missions are loosely tied together, there isn't much of a story.
That is unfortunately correct. The BioWare Social Network is the only place for Steam users to purchase ME2 DLC.

You can download all the DLC from Bioware, rest is up to you.
