Ashley:
-initial squadmate but leaves and rejoins

-Citadel DLC adds more
Jack:
-not a squadmate
-secondary romance content
-1 mission that really involves her
-Citadel DLC adds more to equalize her as a love interest, and temporary use in battle in an arena mode
-Extended Cut DLC equalizes her more too
If you really like Jack more, go for it (at least if you're okay with buying Citadel DLC for ME3 when you get it). Otherwise Ashley is more supported in terms of trilogy support (except for ME2 having almost no content).

So I'm just going to go ahead and say Jack.
Ashley and Tali are probably to 2 I liked the least
Tali - Never even tried to romance her (just seemed wrong - she seems like a much younger sister)
Ashley - I always found it fun to romance her in ME then dump her in ME2 after her ♥♥♥♥♥ fit on horizon. Then in ME3 when she gets all pissy about it, I throw it back in her face :D'
So to answer your question, Jack everytime.
Imo Jack and Miranda were the best romance choices - if only they were squadmates in ME3
