Mass Effect 3 - Citadel DLC:
(She is NOT involved with the 4-mission main story arc)

Her romance is continued in ME3. A point of caution (kinda spoilery but important to know) - if you romance her in ME2 but drop her/romance another in ME3, unless you do a specific workaround, she will *die* in ME3. So keep the romance up ;)
You can certainly install Citadel DLC (or any other DLC) during mid-game. It is available right after the Citadel (mid-game) mission.
*However*, if you want Tali to be involved with it (the main missions), you should wait until you're at least done the Rannoch mission-arc and Tali permanently joins your party.
The rest of the content (visits, party, arena) is more gradually unlocked throughout the 2nd half of the game, until the mission with Miranda (she's the last one to unlock) in it, so the exact timing isn't as important there as it is with Tali.
The visits with characters open up with more missions played, which arena matches also count as.*
All DLC and sidequest content in ME3 should be done before going to Cronos Station, which acts as the Point of No Return.
*So I just:
-Do the main story missions
-Visit who I can, play arcade games, gamble
-Do other missions (or DLC like Leviathan), arena
-Do other visits as they open up
-Once every visit happens and I max out the Arena and Arcade scores and had my fun, I activate the big final Party
-Move onward toward the ending (I make sure the Party is the last thing before the Point of No Return)
About Miranda, do i get to spend some private time with her in MS3 like i did in MS2?
What is 'MS'? This is Mass Effect.
There is some private time. Technically more than in ME2, even (if we include Citadel DLC).

The dev's force Ash and Liara on the player, it's very annoying too because even when you say you're not interested they still try to force them on you I have a feeling the script writer decided he wanted his way and that was it.
For example if you're planning on romancing let's say, Tali you have to try real hard not to romance anyone until you get to half the game where you meet her the fact that they try to exclude her from the game as much as possible is most disturbing.
For some reason, even though im past mid game, Miranda havnt contacted me at all,
only once in the beginning... i dont know what to do to make her contact me :P
Conversation #1 - Unlocks after Palaven. Meet in person on Citadel.
Conversation #2 - Unlocks after Citadel Coup. Requires first conversation completed. Meet via console in Spectre office.
Conversation #3 - Unlocks shortly after second conversation. Requires second conversation completed. Meet in person on Citadel.
Conversation #4 (special mission appearance) - Happens during Horizon mission, no matter what, if she survived ME2. Can die.
Conversation #5 - Happens during final mission. Requires her survival til this point.
Extended Cut DLC - Special slides with her. Requires her survival.
Citadel DLC - Her content is only available if she survived the fourth conversation. After that, she can be visited two more times, take part in the Armax Arena, and take part in the big party.
