Which in some cases is kind of a dickish move.
It would be if Bioware wrote the romances that way, but they rarely are (except for that Miranda bit).
ME1 was a one 'night' romp before possible..death.
ME2 was a one 'night' romp before possible..death.
Neither of them had extended time getting to know each other romantically. There was an attraction, and it gets acted on, and neither party agrees that it should become a 'relationship'. In fact, the lines between characters often go the other way - that a romance is occurring, but nothing that they're sure would last long anyway, given the mission.
The base game of ME3 changes this somewhat. There is a date or two. Some downtime before heading out into the fray again. ME3 is honestly the first time that Mass Effect gets into actual 'romantic coupling' instead of just acting on attraction or wishes. Closest otherwise would be Liara in ME1 --> Liara in ME2 --> Liara in ME2 LOTSB DLC.
Then Citadel DLC adds a whole other level, where by the end of it all (and Extended Cut), you know this is the relationship that matters.
But a ME1 or kinda even ME2 experience in itself? Meh. Yay drinking with Garrus. Yay consoling Jack. Yay showing Tali a new experience.

There's bigger matters. Its only ME3 that has characters really wondering about a future past the Reapers and suicide missions.
I find it hilarious when Jacob turns down ME3 FemShep. Because honestly, it isn't dickish. This is a dire time and people should go for what they want, when they want it. Pretty much every character understands that, even if they can kinda resent it (Liara ALWAYS crushes on Shepard in some way, of course).
That's disappointing, well ♥♥♥♥ Liara I'm just going to pursue Jack and bone him :)
