And I agree it's absolutely unacceptable.
But if you read the post you'll see that it's an official response from EA that recommends using that program.
And it works, so you get what you paid for in the end.
Usually either the servers are temporarily down (which they aren't atm) or your anti-virus is blocking the out-bound connection (make an exception in the antivirus for ME2).
You're entitled to some dlc, but hardly all of it. You'll have to purchase the ME2 dlc bundle on Origin to get legal access to all the dlc.

1) MAKE SURE you own the ME2 that INCLUDES access to the Cerberus Network. This will be the digital deluxe version.
2) MAKE SURE that your Origin account is linked to your Steam account on EA's side. You can check this by going to your "Security" page and check "Connections". If Steam is not listed, go to EA's help page, log into your origin/EA account from there using the steam link they provide. Provide "yes" to allow EA access and choose to link your EA account to your Steam account. This won't affect your Steam, just Origin.
3) Open the Me2 game you downloaded from steam BEFORE attempting to update or install dlc. Steam does not actually install the game until the first time you load it.
4) install the 1.02 update FIRST. The Steam version will not connect to the cerberus server without it.
5) Open Me2 and login to the cerberus network using your origin ID and password.
6) After logging in, close ME2.
7) Install dlcs that you own using the files downloaded from that webpage link.
8) Reopen ME2 from steam and enjoy :3
If you happen to be having issues with an error "awc.dll failed to load" then:
1) Go to your ME2 install location/Binaries folder and launch directly from the ME2Game.exe
