Never had this bug myself, but after my 2nd playthrough or so I just started adding myself the resources with the save editor. Gathering them is not challenging at all, just really time consuming.
I've read several threads where they experienced the same thing, but there seems to be no fix for this bug.
One person suggested this but nobody responded to it if it worked or not:
I've noticed that you can get "stuck in orbit" after halting the scan of a planet if you hit the back arrow too fast after hitting ESC to exit scanning. It will hang every time if you hit the back arrow before the text panel of the planet's info re-displays, but never hang if you just wait a second until all the text displays before hitting the back arrow.
Small, but anoying problem until you figure this out...
I've never had ME2 hang when trying to hit ESC to stop scanning a planet...
The only thing I could suggest, if you don't mind doing so, if you just add the resources with the save editor, and you only scan for missions. You can already save between missions (also there's the auto-save), and if you would crash while looking for missions, you would know which planets don't have any missions.
