But yeah, as stokroc1 stated, you can begin romancing everyone, but if you carry it so far with someone, then others will just stop, playing along, or outright tell you to choose. In ME3 you can use a save editor and bed them all, you can even turn Ashley out! (i have a screenshot )!!!
So I will ask again, is it the last person I romance who get Imported?
When you import to ME3, you use one specific save file, same as with ME1-ME2. So it'll import whichever romance was locked in for that particular save.
You're supposed to use your last save file from the game so all decisions and outcomes are transferred. Whoever you get the pre-suicide mission romance cutscene with, that's the romance carried over.
If you want to carry over a different romance the next time, you'd need to use a save with a different locked-in romance from another playthrough.
Another thing to consider - the romance won't be locked in at the start of ME3, so you can be with someone else, or you can continue your ME2 romance. Y'know, as long as they're not dead...
ME3 gives you quite a few opportunities to end/continue romances or change your mind.
Then you can avoid the problem completely by keeping both save files - one from the end of the game with your first romance, and another save after that with the new one completed.
As long as you keep a note of which save file you need for each romance, you can choose which one you want to import to ME3.
When you do import it, ME3 will give you a list of everything it's transferring from ME2. It looks like this[i.imgur.com] - that's one of my old saves. You can see it tells you who you romanced, so you can easily check and swap the save if you need to.
