I have all of the possible DLCs, but the Cerberus network login fails repeatedly....

So where is my collector armor in game?

Have you downloaded all your DLC and installed them?

Once you've done that you will need to get it to log in once in-game to authorise it.

Once installed and authorised you will find the armor in Shepard's cabin where you change his clothes & armor - you need to wait until after completing Freedom's Progress before you get full access to the Normandy when most DLC (except Arrival and Lair of the Shadow Broker) becomes available.

I have tried logging into the cerberus netowrk, and even with the correct info, it times out as soon as the login screen loads, and I also have to log in EVERY time I start the game... usually twice, to get it to even get past the login screen... but it was discontinued over a year ago, so now I cannot redeem/activate a couple of the mods for this game... namely the collector pack that came with the limited collector's edition of the game.......
and I only have a few of the missions left,
Legion loyaty mission,
Miranda Loyalty mission
Overlord
Firewalker
and Collector Base

The cerberus network is still operational. Only the "news" updates were discontinued.

Does your password contain special characters such as *&%$£ etc.?

If so change it on Origin to one without special characters and see if you can log in. There is a problem when trying to login to the cerberus network if your password contains special characters.
