Can't Upgrade
I go to the panel in the Tech Lab and it says I have the resources to do a bunch of upgrades, but they are still greyed out and the game won't let me buy them.

Some have prerequisites - "You need 1 more heavy pistol damage upgrade before you can get extra bullets for your mag." Dumb, but there it is.
